ZDHC MRSL Conformance Guidance Levels 2 & 3 - ZDHC MRSL Levels 2 & 3
The **ZDHC Manufacturing Restricted Substances List** (ZDHC MRSL) is a list of chemical substances banned from intentional use in textile, leather and footwear manufacturing (except metallic trims). Using chemical formulations that meet the requirements of (conform to) ZDHC MRSL allows suppliers to assure both their customers, and themselves, that banned chemical substances are not intentionally used during production and manufacturing processes.

The ZDHC Roadmap to Zero Programme has defined its scope of activities for zero discharge of hazardous chemicals based on the substances in ZDHC MRSL.
Substances that are considered for inclusion in the ZDHC MRSL are based on the following hazard endpoints, or equivalent concerns (evaluated with a case-by-case approach), which may warrant a proposal for inclusion by a Proposing Entity through the ZDHC MRSL Submission Platform:
• Carcinogenic, mutagenic, reprotoxic
• Endocrine disruptors
• Specific target organ toxic
• Acute toxic through oral, dermal or inhalation route
• Developmental toxin/neurotoxin/impact on the central nervous system
• Respiratory sensitizer
• Persistent, bioaccumulative, toxic to aquatic life
• Skin irritant/skin sensitizer/eye irritant

The requirements for ZDHC MRSL Conformance Levels are:
• **Level 1** – document review of SDS for information relevant to ZDHC MRSL and testing of the formulation which includes screening and analytical testing or only analytical testing.
• **Level 2** – onsite assessment of management systems plus evidence that Level 1 principles of analytical evaluation for ZDHC MRSL conformance are fulfilled.
• **Level 3** – chemical hazard assessment capability plus evidence that Level 1 and Level 2 principles for ZDHC MRSL conformance are fulfilled.
